You need an approved bio to join.

And as for your first question, how good a village is depends on the people inside. At least this is what I think.

1. Depends upon people and what you expect from village.
2. Many benefits, you can make friends, learn a lot from other people, access village jutsus, have unofficial Spars inside to try out new unapproved abilities can do many things.

1. Yes they are , because some are Village Officials (those who got better training, skills and tactics) and some are just villagers (those are newbies less experienced though some are experienced)
2. An approbed bio.

In order to join a village, you follow the steps listed below. Which village is the "best" is subjective, as most villages will have differing reasons for claiming they are the better village. As the NW Mod, I can say that most villages are largely the same, just different communities within the large NW itself. Each village is similar yet different due to the members there. If you are knew to the RP, I'd suggest not joining a village until you are comfortable RPing alone and have a better understanding of the basic RP rules. By then, you would likely know a bit more about each village and it's members and will be able to apply to join one that you are comfortable with. You don't need a bio to join although it does increase your chances.

► Step #1

Go to your User CP.

► Step #2

Scroll down to Group Memberships (which is listed under My Account). Here you will see all the villages listed.

► Step #3

Next to the village you would like to join, tick the checkbox titled "Join", and press the "Join group" button. When opted, state a reason as to why you would like to join the village

► Step #4

Wait until the leader of the village you wanted to join accepts/denies your request.

► Step #5

When accepted you will have to go to the same place in your User CP. In the area that says "Identify me as a user of the following group" select to be identified as a user of the village you just joined. You will gain automatically access to the section of your village (which is a sub-section of the Ninja World section) and have your village bar under your name.
