Prime Sakura with Slug Sage Mode and Speed on par with RM naruto (Femme).
Prime Itachi
Prime Madara
Prime Obito
Prime Sasuke
Prime Naruto
Prime tenten with the sage tools.

"Prime Naruto and Sasuke" can't each individually take on Prime Madara.

"Bijuu extraction." They first have to weaken him and individually. Lol
They don't have both seals to pull the Rikudou Chibaku Tensei.
Madara has both the body and eyes of the sage and is completely immortal at that point, and showed much quicker regeneration then even Kaguya herself.

Besides that if you allow rebirth madara then automatically he's the strongest.
If not hashirama is the strongest ninja.
