-He one-paneled Sasuke. He left him crawling in the dirt, when he simply could have cut his head off.
-After he extracted all the bijuu he could have simply finished Naruto & Gaara for good, but let them escape.
-He could have DESTROYED 8th gate's Gai, but simply stood there and took all his attacks.
-He could have gone after Kakashi & Gai at anytime, but did not.

In conclusion, this means that Madara is not a killer, he was just after his goal of IT. If Madara was in search of chaos and destruction he would have destroyed everyone in NV and that would have been the ending of Naruto.

I'm gonna quote Hagoromo "If Madara gets to JJ form and casts IT it will mean the end if the world".

But it seems Madara reserved this especially brutal finish for the shinobi that caused Izuna's death. Everyone else was either toyed with or simply stopped.

If it would have helped, he would have done it. Madara was completely outpaced by Gai. Limbo is a perfect clone of the user, it's no stronger or weaker. It would have also failed to keep up with Gai. Since Gai couldn't see it and was directly going against Madara, just relentlessly pounding on him, Gai would have blitzed Madara in the same way, knocking back away from the clone and kept up his assault. Limbo, unable to keep up with Gai, would have been no help.
