Could Juubi jins use bijuu abilities?

Juubi can used TenPenChi that contains Lightning, Wind, Water and Madara as Juubi Jin has shown Lightning ability in some way.

But still all that ability is restricted by Kishi because its to OP to handle by Naruto and Sasuke plus Madara Rinnegan abilities-TO OP.

Awares or not is not the answer here.

Madara did show the ability to utilize Storm Release; however, we do not know if he was able to do that simply by mixing the two elements giving that he has all 5 and both the Rinnegan and the Six Paths Sage Mode, or whether it was something unique to the Juubi (Tenpenchii). If he can mix them though, then he could replicate Lava/Boil Release.

bjuu allows you to use those special abilities but in juubi jin case they force it be inside their bodies unlike naruto they can't communicate with it as far as i remember

Nope, because they are Juubi jins, and the Juubi is a mix of those Bijuus that doesn't retain their normal abilities but just their chakra. Also they aren't Perfect Jins (since the Juubi can't be befriended like the other Bijuus).
