Uhm no, he always tried to gain the power he needed to obtain his goals. So his goals always laid infront of his powers.

He knew he couldn't achieve that without power, sasuke was power hungry when he started to get other peoples powers. His main go was trying to kill itachi, once itachi died and he fought danzou sasuke took itachi eyes so he could crush naruto.

His ultimate goal has always been peace, even if it was twisted. He wanted a save world, ofc he needed power for that but as I said his goals always led ahead of his power. He didn't want that power to crush Naruto (he wanted to get rid of him because they had different believes of peace), more for to never have a villain again that's to powerful to handle.
