Hinata being born from a prestigious clan lacked the required skills and confidence needed for her to not only claim her rightful place as head of the Hyuga but to be a recognized Hyuga Shinobi. She wasn't completely weak but she wasn't where is she should've been or as powerful.
Hinata's flip side: she accepted her inferiority but decided to change it and rightfully chose a person Who was the opposite to train her. Not only did she grow from the training she created her own technique while her confidence in herself grew and her timidness disappeared. She Then displayed the most greatest courage seen in the manga when engaging Pain.
Sakura born with clan ties or pre-inherited abilities lacked the basic skills required of a Shinobi, she was also a huge burden that needed to be protected constantly. Though she had excellent chakra control it wasn't enough for her to call herself a Shinobi.
Sakura's flip side: She recognized her inabilities and and realize that her teammates were carrying her weight and that it was an unfair burden. She promised herself that she will contribute to her team and approached Tsunade The greatest medical needs it to ever live and asked her to train. She then immediately picked up medical ninjutsu and took in a vast amount of knowledge within 3 years she trained. Sakura countered complex poisons, showed about average evasion and super strength.
Sakura is now compared to a legendary Shinobi and is on the verge surpassing her very young age.
While Hinata can stand with her clan and can be one of the talented amount them.
