I think tashigi can win, but your right she isnt very impressive. But theres something about her that makes me think she's stronger than those two. With some difficulty.

Armament Haki? Usopp would have been neg diffed as well in that case, unless there was an asspull where usopp has a plant that spits fire.

She got that haki though. But Haki ain't the be all and end all, its probably her position with Smoker that makes me think she was portrayed to be above them. I have no basis, because she really isn't a cool swordsman.

Usopp has Haki too now, and Oda said that Usopp will always be the weakest SH, so Nami even stronger than Usopp. I'm sorry but being Smoker's *** toy isn't good enough hype.
