The only reason Naruto didn't dodge it is because the fire distracted him and he had no clear vision of Sasuke.

Itachi can't reform the susano when he doesn't know what the f*** just happened. And by the time he figures this out his head will be flying towards the other side of the battlefield. Only people like madara and naruto with senjutsu can react to 7th gate Gai. 8th gate Gai? No one can keep up; he tears through space.

Sasuke used his amenotejikara on madara 3 times and he couldn't counter any but the last one with his clone which he's lucky their attack was not meant to deal damage but to seal him otherwise he wouldn't have used limbo kawarami in time.
