Danzo's eye being covered is irrelevant, it's his opponent's eyes that matters. genjutsu works by inserting your own chakra either through the eyes or ears and from their controlling the opponent's chakra network. If Hiashi's eyes are closed, there will be no opening. If his eyes are open, there will. Whether or not Danzo's eyes are open or not is irrelevant.
