Decomposition destroys all matter though, it doesn't matter how OP Bambina is, he can't stop it and it can't be dodged(its Haxxed) and Material Burst would just be overkill.
It targets the information structure of a target directly and even if the target is moving at high speeds or using teleportation, Tatsuya's magic will never miss, because Tatsuya has this special ability called elemental sight that allows him to see the information dimension and every object has an information structure, elemental sight has no range limits and all he has to do is read your information structure, which happens instantly thanks to his artificial processor, and his target will be unable to escape from his magic.

A small burst of rage/blood lust from Bambina that only lasted less than a second did this to Toriko...

His magic doesn't travel in the physical realm so gravity won't effect it. So your giving Bambina home field advantage or something? In multiverse battles they are typically played on a neutral territory. Even so Tatsuya doesn't even need to be remotely close to Bambina to use his magic on him, in the past Tatsuya used material burst on a water drop from 80km away. Also Tatsuya is unable to feel fear, at least when it comes to himself, so Bambina's bloodlust won't be able to paralyze him with fear. Also if he attempts to speed blitz him, Tatsuya can just set's up a decomposition field that would disintegrate anything that touches it or decompose him before he gets there, take your pick.

When Tatsuya was 6 years old, his mother and aunt preformed a experiment on him so that he could wield regular magic, so they installed a artificial magic possessor in his limbic system and accidentally erased all of his strong emotions/urges such as fear, hatred, and lust. I've watched it, but he's not very OP, at least not right now, there are characters that are around similar strength level like Himiji and characters stronger like the principle. If I would put anyone on the list from that show it would be the principle, though the leader of the evil magicians seems to be on equal footing with him based on hype.
