I'm pretty sure there's not even sufficient proof that you can use the Six Paths techniques with only one Rinnegan, which further proves the former theory of Sasuke's being special. 1). He self-claimed he can use Human Path on Yamato - there is one proof Six Paths technique can be used with one Rinnegan.

The only thing special about Sasuke's Rinnegan is, it has Yin dominance over the standard Rinnegan, which makes sense because his Rinnegan is created by the Yin materials of Hagoromo's Yin Chakra. That's evident by the 6 tomoe he has. The normal Sharingan carries 3 tomoe, and Sharingan is a Yin power, so having an extra boost of Yin would naturally increase the number of tomoe.

needed. Chibaku Tensei was nothing more than diversion for Madara to fly and activate IT, while Naruto & Sasuke are busy cutting his CT.
