Kekkei Genkai, literally meaning Bloodline Limit, are techniques that are passed down through bloodline. An example of a Kekkei Genkai is the Sharingan, which can only be awakened by those of the Uchiha Heritage. Is Hiruzen of the Uchiha Heritage? No, thus, he cannot access the Sharingan. Sure, he could take one and use it, but that isn't the same as having one ready at will.
