OP is looking at it wrong there are no more gates then 8 , but they can train to become stronger when using the the gate or make the gate stronger.

For example do you think Lee's 8 gates is as strong as Guy's 8 gate

The gates give them a boost but the totall powerlevel is combined with their innitial strenght right ?

You can probably increase the size of chakra through training, but you will never get more than 100%

There are only 8 gates in a body so all you can do is train to strengthen those gates.

And 8th gate is not 100%, its more like 100% x 100.
