In the manga he just use an order gesture so he gets closer to him.its not clear if he even touch him . (try searching how they order eagle and hawks ..its the same)

Well naturally it's not going to be the same as it lacks the motion and the soundtrack of an anime.

Buts it's pretty clear by the armband that the hand is on the beak and we can also see RinneHawk leaning forward. Sasuke since hitting the ground in that scene hasn't moved from where he was standing and is still having a conversation with Hashirama, So it's not Sasuke who approaches the bird and then reaches out. It's the bird leaning down to Sasuke and him responding by petting it's beak

Its very brief and many wouldn't notice it, that's what the animation does, it emphasizes on some scenes more clearly.
