I think that scene is from the pain arc. Where Tsunade was telling them she was going to call Naruto back..Nothing to do with Sakura.

It was after the Garra Rescue Arc. The Elders wanted to keep Naruto in the village because of the Akatsuki situation. Shizune was sweet-talked on the Elders side to persuade Tsunade, but Tsunade refused as they was making him out as a weapon of the Leaf instead of a Leaf Shinobi.
