He cut his arm to remove Amaterasu. At the Gokage gathering vs Madara Ay's lost arm was regenerated.

Did he cut his arm because he knew it would regenerate?

It makes no sense to regenerate her legs when they're right there. Unfortunately for you, Femme is right. "They will be able to recover via renegeration." There's nothing you can say to refute it.

I don't think that she can regrow the limbs of others. Just her own. And only through her seal. I'm pretty sure normal injuries are quite different.

From the manga, I think the first stage of the healing regen ( showed by tsunade in part one and sakura in end part 2) just mean that all cuts ( not amputation), destruction and aliteration of all damaged tissue is repaired fastly by fastning( not sure of grammar) the cycle of regen of cells. But doing this is still within human natural abilities, it's just x100 times faster. So regrowing a limb is out of the question here.

The limb recreation I think is more on the level 2 of the tech that tsunade showed to Edo Madara. Only her can do since she is the only one who knows it. Moreover, I don't remember that she explained it in details.

Moreover that tech is only for the user, not for someone external.

Actually the first level was Hashirama's jutsu, what blind Madara uses, Still pretty powerful, just not as advanced as Tsunades.

Tsunade jutsu had 2 levels, Creation Rebirth and Bykaugou amped Creation Rebirth.
The former requires her to actively regenerate parts of her body, the latter is instant.

Tsunade can regenerate limbs, everything that builds up the human body. This is a fact.

I don't believe that regeneration provided by Katuyu's healing floor is as powerful as Tsunade's sozo saisei.
