It's Full Kurama Kcm though...if chakra amount correlates with the amount of Natural energy that can be absorbed...then he could take in twice as much. Also it seems he has mastered the mode further. Being able to focus it to only his arms.

It might be the Jinchuuriki>Bijuu do to concentrating the Bijuu's power thing expanded upon.

Almost certainly. Hagoromo wanted full Kurama to be within Naruto to protect him. There's nothing suggesting that Naruto would decide not to. Also, it's not KCM. Notice that we see Kurama. This is BSM (also given by the title). Also, the flying would suggest there's a little bit of Rikkudo Chakra left.
