Zuko after turning against the fire nation:

-Risked his life several for team Avatar.
-Helped stopped the fire nation from wiping the rest of the world out.
-Fixed the Fire Nation.

Sasuke after giving up on his "revolution":

-Stopped the rest of world from becoming Zetsu. However, doesn't consider himself redeemed.

Yup, he helped saved the world as well and risking his life doing so.

Kaguya was defeated before Sasuke returned to the good side. So the world wasn't going to be used for some battle. Sasuke only saved many people from becoming Zetsu, while Zuko saved many people's lives.

Became the next Firelord and redeemed the Fire nation and even build Republic City with Aang.

zuko's redemption is genuine,he seriously wanted to redeem himself,so he did all that.
sasuke's on the other hand is forced,despite helping in the kaguya fight,he pulled the so called revolution stunt erasing every redeeming feature he might had,in the end it was naruto who managed to stop him,he didn't help the world because he cared,no but just to apply a new uchiha with god complex plan(just like madara and obito).

Zuko had much more development in that part, so obviously Zuko. Sasuke decided that in the last chapters of Naruto, Lol it's not even compareable.
