Rain effect

How do I add a rain effect to a picture and make it a gif with photoshop?

I only know how to make non animated rain by adding noise and bluring it then. It's too much white on the screen though and the lines are too long and parallel.

Basically you want my effect, no? I forget what brush it was but it was meant to be "mist". :|

Anyway, I do three different layers on top of my finished pic bar border. I cover each separately with the brush but not over done. Select one and new frame on the timeline. Turn that one off and select the next one. New frame and repeat with the last one.

I set the times to .18.

That's pretty much it, I slap a border over the top in a new layer. U_U

I think that I dug up the brush! :p

No problem! The size I use of the brush is around 200px. If you need any more help just VM me or quote me here. U_U
