Don Sai is basically a faster version of Don Chinjao with more stamina but with less durability. Chinjao gave him a mid difficulty fight, so at the very least this version of Sai could give him at least a higher difficult fight. But i expect that by the end of the arc, Luffy could win with mid difficulty

Luffy is fighting the big cheese, while others are dealing with the top executives (Zoro, kyros and Law) and the gladiators and remaining sh's are taking the regular executives.
Luffy isn't anywhere near those plebeians.
