For the plan to work, Madara would have to be dead and Nagato would have to be the one to revive him, costing him his life in return. However, Obito posed as a living Madara, telling Nagato he was the chosen one for years while Nagato apparently had sophisticated plans to create a super weapon with the bijuus' chakra and sell it to the nations, tricking them into destroying themselves and later looking to him for salvation . So no, I say it's all but certain Nagato did not know the true plan. Eerily, it sounds somewhat similar to Sasuke's plan for revolution in a sense since it all revolves around Pein manipulating the world's conflicts by himself.
