Nope only higher ups in the clan ( Main branch ) and any hyuga> genin hinata in experience/skill plus a few special cases like neji/hizashi. Its not a common trait an a hyuga is not born able to use his byakugan, it obviously takes focus nd a degree of skill.
Incase u misunderstood Lol Im not sayin they lack requirements to activate it but lack the knowledge/skill/chakra control to do so off the bat.
Its not like hiashi told a 7 year old hinata "just activate ur byakugan" (first try) an she just up nd activated it instanly Lol, obviously takes experience an focus to adapt to it at first.

Plus haven't you been hearing that Masashi forgot to give Bolt,and Himawari the Byakugan,and said he would give NH a third kid with it since Byakugan can be uses from birth?
Read NxH's post above. Everything else I can partially agree with but I stand by what I said when I said any "elite" usage comes through time and usage of the Byakugan in general.
Im not disputing that they have the requirements to activate it at a young age, Im sayin it would obviously take some focus an training for it to activate.
Is hinata gonna just tell the 3rd son to activate his byakugan off the bat an epect him to do it?, or is she going to school him on focus/chakra control first?.
That's with every chakra related technique though so why bother bringing that up? Lol

Killin 2 birds with one stone, It takes focus/exp/skill to activate the byakugan and it takes focus/skill/exp to see the opening points just as it takes extra focus an skill to see pass distant areas or focus on the tiniest detail an even more skill to accurately strike the opening points..tho its been awhile since i saw hinata vs neji Lol could be wrong but i remember neji sayin he could "see' the chakra points and hinata was like 'WTF!!" LOL

I'm thinking it's natural to use.Like they can easily activate at will,although ofcourse it takes experience to learn how to use it better.
Im thinking their first try would not happen instanly with a fully activated byakugan able to see chakra points an all, It would probably be a couple veins poping out but not a fully activated byakugan eye as it requires ext focus an a good degree of chakra control an skill to actually get wat u want out of the byakugan.

It does not take skill to activate Byakugan. It takes skill to active your tomoe. Upon activating your Byakugan, you can see chakra flow automatically. I don't see how you need to practice something that develops itself. Yes, Neji was able to shut down tenketsu point at a young age, but he trained more with that aspect of Byakugan than Hinata. Abnormal training because he was filled with hatred. I believe the ability will come naturally over time without training. Like I said, the Byakugan basically develops itself and the only distinction between different Byakugan users is how they incorporate Gentle Fists into their fighting style/taijutsu.
Again, common ability you developed over time WITHOUT straining yourself like Neji. Neji was one of the strongest shinobi in part I. Abnormally strong just like Lee. It's hard to compare him to Hinata at times because of that but if you look at how much Hinata fought and how much Neji fought and how hard they fought and compare their techniques alone, they are practically on par, I've already said this. I don't believe Hinata trained any harder than Neji did in any part of the series yet she kept up with him (in my belief) in part II showing excellent Byakugan use. You think that is because she wore herself out trying to become elite? No.
Why do you say experience? And not when you simply activate it more, it develops further over time? My young Hinata and young Neji statement was rather flawless if you ask me.
I'll be honest, I really am. But my bio is dead. So not much I can do but train and I completed three things in under two weeks so I'm not trying to stress myself out.
In order to master it they would have to gain more experince with it,through batrle,and or training,and Hinata didn't keep up with Neji.The only had one hit,while he countered her every move plus pressed her Tenketsu points.
@Bold: In part I and I said she was inferior in part I. In part II, she had developed her gentle fists just as much as Neji hence why I said she kept up. She got wrecked in part I. Not what I'm getting at. I'm not taking anything from Neji. He would have always been better. But he was dedicated to the style since part I. So of course he would. But that's gentle fists, and not Byakugan itself.
How does one train a doujutsu that develops over time? Activate it so it can be, well, active. You train something like gentle fists to hit your points precisely. You don't train a doujutsu such as Byakugan to see something it actually should already be able to see.
Well,they can't see the Tenketsu right away,and i remember Neji and Hinata noting how they could see farther with their Byakugan in part 2. Their range invreased.
Neji could see the opening points as he already had more focus/exp/skill an overall a stronger byakugan, Hinata only reached this level after training with neji an mastered it after he died in the war.
If a hyuuga is attempting to activate the byakugan for the very first time then it would obviously not be a perfect byakugan able to see the opening points an it stands to reason that it wouldn't be able to actually see the chakra network much less the chakra points as the byakugan has other moods
