Tenketsu are chakra points. The parts of the body that expel chakra, I think. :|

Hinata and Neji saw chakra points and flow when they were like nine and Neji had a very nice understanding of it as well. It's common. That's how Hyuuga are known for their gentle fists because that's how they use it, through seeing chakra points.

I obviously know that what I mean by "unlock" is the "elite" version of Byakugan which every Hyuuga has the potential of unlocking through simple use, apparently. What defines elite? Nothing at all. You could put Hinata's techniques up to par with Neji's this rate so elite means nothing at all. It's unlocked by usage. And if you consider Neji "elite", Hinata would have to be put in the same category at this point. Like I said, Neji probably trained a lot more than Hinata being that he hated the main branch of Hyuuga or whatever. He used Byakugan a lot more at his early age.

Nope only higher ups in the clan ( Main branch ) and any hyuga> genin hinata in experience/skill plus a few special cases like neji/hizashi. Its not a common trait an a hyuga is not born able to use his byakugan, it obviously takes focus nd a degree of skill.

That's basically what I just said and you don't see Neji running around using gentle step techniques so not everyone will have eneything. How many actual Byakugan users in the series? Like four? Like I said, it comes with usage.
