Vegeta isn't really a bad parent. It seems he spends quite a bit of time with his children, even if it is mostly physical training. He also is quite ready to protect his family, though in the situations where that has happened he hasn't really succeeded. Vegeta vs. Cell, Vegeta vs. Buu, Vegeta vs. Bills as examples.

I know we can't be certain, but I think Sasuke could be a great father if he acts like he did when he was a kid around salad. You know, a joyous and loving person.

What's really sad is that Salad will never get to meet her loving uncle.
