And also Im not downgrade NV here, but just being generous.

OK take a look at the situation here,

NV sure is a power given verse in some sense, but its enough for my term of power given is only specificaly on Shinju chakra(I dont want to used borrowed power term here because its having a different meaning).

That mean form the objective above, I will not count any given power to characters outside Shinju chakra like
-Juubi jin(this power is being used like toilet paper in NV and also its a same thing, just author giving some different specialty)
-Rikudou power up.

From rules above, this is NV trully powerful characters by their regular/original power.
-Kaguya with chakra fruit
-Hagoromo pre Juubi jin
-Hamura
-Hashirama

let us take a look at DB roster of powerful characters(manga only):-
-Goku
-Vegeta
-Gohan
-Piccolo
-Super Perfect Cell(Revival one)
-Frieza
-Android 17 and 18
-Manjin Buu.
