Don't know what your talking about. But it was called a prosthetic hashirama arm. And yes he should be able to use mokuton
But Kishi will most likely never show it in action, and he would just be restricted by plot to never using it.

Well would Nerf be a better word? He never used RSM in The Last. But we know he has it. He has a hashirama arm, its only logical that he can use mokuton. Madara only had it on his chest, but yet he still used it, and used it better than everyone, even hashirama at some point. But Kishi does what he wants I guess. He gives others what makes sense, and then sometimes not.
