That's your personal interpretation because of your own bias and predisposition about how it should go.
I'm not even sure if I wanted something particular from Sakura. As a character she disappoints me because I think her dialogues could have been better written and more powerfully even if no part of the story or her abilities were changed. Of course if Kishi did that too, it would be that much better. But once the writer says he cannot write a certain type of character that well( in case of Kishi- females) and didn't know what to do with her it's more or less a dead horse. One can only hope that he learned from his first experience and if he writes them again he does better.
How good or bad a writer is should be decided on the whole picture not a particular character only. Pick any series and you are going to find certain quirks or weaknesses of writers. Some dodge the bullet and avoid writing those aspects in a way to get noticed in the first place when they get more experienced.
Good females in manga are hard to find even in shojo. There are some of course but yeah. The whole genre can use some improvement when it comes to female characters. Females are there but right behind. They are not allowed to outshine male characters not in more than one or two arcs. Then they gradually turn in secretory roles or supportive GF, mother etc.
Sakura gets highlighted more because the manga itself gets highlighted more and attracts equal number of trolls and haters which don't like Naruto\s popularity itself at times. There are so many people who keep saying they don't like Naruto or "always hated" the series for taking away the spot light from their fandoms and yet hang in here. So they pick one of the weakest link and make it look worse.

i have taken in both the bad and the good and i find the bad out weighs the good
hes weak in all types of relationships it seems
brothers, friends, and women all around
also this all this extreme forgiveness of murderes
i would never has suspected that naruto was sasukes best friend or even a friend if he didnt say it. not much implies he cares much about nardo just his clan. and sasuke thinking team 7 r his family? lmao would sasuke try to murder his family? i dont think so
i dont like nardo cause kishi didnt give my favs screen time
its more about the very bad relationships and asspulls and stuff
nardos popularity does not surprise me really, if twilight can be popular why cant nardo?
