What if there were a class of ninja referred to as the fodder class??

What would the role of a fodder class ninja be, you ask??? Well you see, when major wars arise and the enemy is on the verge of making their way into vital territory the fodder class ninja's deaths serve as a minor distraction for the enemy while the stronger ninja come together to prepare and devise a plan. The function of a fodder is to serve as a form of entertainment for the enemy so that they may be encouraged to expend enough energy on the fodder to feel a sense of minor fatigue creating a weak point for the stronger ninja to exploit. As magneto says "in chess the pawns go first". Which of the k11 would you consider to be members of the fodder class?????

I don't get it

Fodder is referred to ninja who have no major impact on the plot or are incredibly weak

in this case the majority of SA was fodder and are used as your basic foot soldier.

Exactly that's why their function is pretty much serving as a punching bag to tire out enemies while the stronger ninja like naruto and sasuke regroup.
