Restrictions: all summonings, Fukusakua and shima also. Naruto can use clones to gather nature energy for him, but they have to be in konoha as well.

I will say Neji has really good chance at that, yeah feel free to bash me how much you want, but I will back up my claims with manga feats:
IMO Basically only way Naruto can win is by either speed blitzing Neji which would be not such easy, and if failure then Neji would use Gentle fist on him to block his chakra tenketsu or Naruto would have to keep distance and throw FRS which Neji would have to try to change direction with air palm wall which should be sufficient and get out of FRS range attack. Another way would be KO him with Frog Katas punch before Neji can react or put enough chakra to somehow survive.
By the way war arc SM Naruto or Nine tails chakra mode Naruto would stomp Neji

foot speed: Naruto is faster but how much is unknown, although Neji along with Hiashi:
^^ were able to blitz Juubi arc exhausted Base Naruto and react to incomming Juubi arm at close distance and begin to spin to stop it.
strengthwise: Naruto definietly takes this, but it wouldn't be one KO punch execpt frog Katas, which Naruto couldn't spam back then it seems.
Wind release Rasengan or wind release Rasenshuriken: first need direct contact, but I think rotation could stop it although Neji would get injured from it. About latter one, well it would be tough but air palm wall should be able to alter it's direction at least so it depends if neji could get out of it range, if he could then Naruto would have problem as his limit was 2 FRS back then.
reaction time: Neji reaction time is not slow, he is actually pretty good, and it seems the arrow covered about same distance as here:

Base Rasengan or Oodama Rasengan: rotation or even full body blow could be enough to deal with it.
Frog Katas: Hyuuga can see chakra build up in eyes almost instantly then react accordingly to it:
using rotation or Gentle Fist he may be able to blast himself backwards froma ghost punch but it could fail as well so I am not sure.
Sage mode sensing ability: Neji would have really hard time to get close to Naruto and would have be really carefull to not get hit.
Also the striking speed of Hyuuga is really fast:
so although at foot speed Neji would be at disadvantage then once he got close Neji would be pein in ass for Naruto to avoid each strike and Sage mode was 5 minutes time limit.
