Itachi wins with med diff. Boss Summons get caught in Genjutsu, so Jiraya can't use them as a distraction to enter Sage Mode. Since Jiraya doesn't have lots of info on Itachi, he could as well get caught in Genjutsu. Crow clones can be used as a distraction for a suprize attack. Explosive clones can also be used to harm/kill Jiraya. In the worst case Itachi uses an Amaterasu + Tortsuka Sword combo.

Jiraya only wins if he gets full intel and starts in SM.

Jiraiya wins if he starts of in Sage Mode. I think he is aware of Itachi's Tsukuyomi as he did use it on Sasuke for a 2nd time right in front of him Which is why I think he summoned the stomach of the mountain toad.

plus I am sure he knows that Itachi soloed Orochimaru so he will be on edge when facing him.

All other scenario's I see Itachi winning mid to high difficulty. Let's not underestimate the sannin just because you fap Itachi. Itachi still has Stamina issues where Jiraiya can drag on the fight. So it would be in Itachi's interest to end the fight right away.
