Are they Canon OR just for the "fillers" in the anime?

Here are some examples, we know that the characters whom Luffy beat doesn't die "actually" in the manga so why these images or should I say " Waste of Time/money/page"?
OR they'll be having some importance in the story in the future 'cuz I have seen some first pages where "Caribou" who escaped from mermen island (under the sea) with the truth about the king's daughter who can control the sea kings and about one of the "Ancient Weapon", was shown surviving from different dangerous situation during an arc (I think Punk Hazard Arc)

This is incorrect. The author of One Piece, Oda, adds what are called "Cover stories" to the manga every once in a while. What you have posted are examples of these, and are indeed canon.

Yeah. For example, the current pages we have now tell a small side-story for Jinbe. We've had them for Ace, Baroque Works, the separated Strawhats, Caribou and Enel. They're usually titled and have parts to them, like part 1, part 2, part 3.

Sometimes, Oda draws characters' quirks on the cover page over fans requests.

Sometimes, Oda draws the canon characters' mini arcs, like the aftermath of certain arc or current things happen at the other side of the OP world. So they're all canon stories and perhaps have some important hints for One Piece treasure, ancient kingdom and all.
