Hyuuga are from Hamura's lineage, that's where she got it.

also, Hinata met Hamura's ghost since she's the princess of the Hyuuga clan (just like Kaguya was for the Ootsutsuki) and he unlocked the special chakra for her to be able to fight against Toneri whom is a cousin of the Hyuuga family.
