How come Rock Lee not promoted to Jounin?

Same reason Naruto wasn't promoted too Jounin/Kage when he defeated pain and dont play that age shit Gaara was younger and got it also.

Anyway only Jounins in K11 were Shiki and Neji and these two had the brains to lead which makes them leaders ( Jounin)

Sakura because of her chakra control and intellect,
And Shikamaru because of his intellect. So those two where a given. They're characters were just nerfed....well Sakura's was

The rest still seem fairly immature to be jonnin. Lee is just a taijutsu master. They probably didn't pass a test or something .

Besides that isn't really a big deal early time skip sakura woukdve destroyed the entire thing

Because if there is one thing Kishi truly sucks at... it's consistency. He makes
the requirements for jonin extremely hard, that even people like Lee couldn't become
a jonin while other jonin in the war that get solo'd by white zetsu. I understand it's hard to
make all of those characters shine, but that's just ridiculous to make all of those 'jonin' more
pathetic than genin.

So yeah. Kishi is the same way with drawing things in proportion. His scaling is so off it's ridiculous.
He draws things up to four times larger than they were in another panel but his drawing itself is pretty
good I gotta admit. Man I got really off topic.

Lee's probably not intelligent or mature enough to be a Jounin YET. I think after a few years and most definitely in Chapter 700 he's Jounin though.

Take into account that there are several shinobi throughout the series (such as a certain main character) that were held in high regards but stuck to the same rank for years, whether it be because they're contempt with what they had or they didn't need any such promotion.

EDIT: Also vice versa can be true, there can exist those who are of high rank who hold little to no merit for holding that position in the NV.

I'm a Sakura fan but I'm not this blind to say that she can be compared to Itachi...she is strong, but she can't be compared to Itachi. Even Obito admitted that his ass would be kicked if Itachi suspected he knew the truth about the Uchiha massacre.
