Can anyone explain what finalizing membership in moderated groups mean?

Like even if people join, can I deny them later? Or how does it work

It means you invite people to join personally, I believe you can kick them though.

You can manage people who join yourself, meaning that you can either invite and remove anyone who want. When you have created the group, go to Admin - Manage Members and from there you will be able to remove anyone you want.
