Reacting to something instant still takes time and is by no means a feat. How about this for a speed comparison?:

Naruto still cannot break the sound barrier. Luffy broke the sound barrier back in Ennies Lobby, pre timeskip. In fact, his enemy, Blueno could break the sound barrier, yet Luffy blitzed him. So pre TS Luffy already speed blitzes Ch 699 Naruto

Now, timeskip: Luffy can dodge Lasers (light speed). Light is 892,800 times faster than sound. So, Luffy is already proving to be substantially faster than Naruto. Lest we not forget the fact that Luffy got blitzed by Doflamingo whom is by no means portrayed as fast in comparison to the rest of the New World. LELELELELELELELELELELEL.

P.S. Teleportation is not speed.

Well, 1 million doesn't make much sense no matter how much you think about it. 1M tons means that he weights 20X more than titanic. So, if a giant can puch someone who weights 1M tons like that, then Luffy should be able to play silly games with Noah.

That destroying world thing is nothing more than mere hype. His punch couldn't destroy MF building where as Madara's PS slash can casually destroy it. It took 10 days for top dogs like Akainu and Aokiji to change the landscape of PH but a TBB can turn it into dust in matter of seconds.

If Garp can destroy mountains just for training purposes, then I'm 100% sure WB could of destroy MF easily if he really wanted to (even at that old/sick age). Aokiji & Akainu were fighting each other, not a race to see who can destroy the island faster lol. The 1v1 fight resulted in the landscape change of PH, it's a different scenario. That's like me discrediting Naruto and Sasuke's strength by looking at the condition of the valley of the end, which btw wasn't on an island scale.

They are trying to destroy each other so they would obviously use their most powerful attacks. It is same as saying that WB's GGNM punches are weaker when he's facing an opponent than when he's randomly destroying mountains. Both WB as well as Teach tried to destroy MF but couldn't destroy it but a TBB can destroy it without a single trace. 5 TBB's from bujji which were reflected by Naruto managed to destroy 5 mountains.

Most of their attacks clashed in middle air so you can't judge their DC based on the condition of VOTE.

Luffy was inside of Noah's bubble. If Giant's punch can send 1M tons into air like a bird then Luffy should be able to easily push Noah upwards with his punches.
