He could be just a frustrated hokage candidate carrying a grudge against Hiruzen. Oro did make that snide remark to Minato when the four hokage were revived, but by that point, I think Oro had already left the village.

Just because they hold meetings doesn't mean the world isn't peaceful, diplomatic meetings occur for plenty reasons, including civil rulings and economic decisions.

That doesn't exclude the fact that their will still be squabbles in the future, it's the Nature of Humans. I honestly didn't like the ending, sure their could be a period of peace, but it's bound to end.
