The only reason Madara would be above Nagato's mastery is because it is his original eye.

Had Nagato awakened the Rinnegan himself, he would have surpassed Madara's mastery long ago.

Well the highest mastery of the rinnegan has to go to nagato, because unlike madara, who became amazing using sharingan, wood style and rinnegan, nagato had only the rinnegan to use, and he was still frigging amazing. The other rinnegan users weren't true rinnegan masters because they hid behind their other techniques.

• Was able to stop People/Objects in Mid air with just 1 Rinnegan
• Able to make Multi-Island Sized CT with barely any effort
• Was able to use the Gedo Mazo the best out of everybody else on the list
• Able to combine the power of his Rinnegan with his Susanoo
• Since he's the original owner he can use the Rinnegan to it's max power and is able to use Limbo: Border Jail

Sasuke

• Able to combine the powers of his Sharingan with his Rinnegan
• Is able to turn his Targets into the core of his CT
• Replaced the Gedo Mazo with his Perfect Susanoo as the vessel for the Tailed beasts
• Since he's the original owner he can use the Rinnegan to it's max power and is able to use Amenotejikara

Nagato

• Used the Rinnegan to the max the best he could with his limitations
• Used it the most effectively out of everybody here

Obito

• Can control the Gedo Mazo effortlessly
• His mastery over the outer path rivals Madara's
• Can use Preta Path, Human Path and The Outer Path with 1 Rinnegan

Sasuke was said to not be as adept... Due to being new to him.... Not sure what lies with the final movie.
Obito could not handle two.
Nagato could not use them to the fullest due to them being Madaras eyes...

The answer is clearly Madara.

Nagato definitely.

Madara/Obito/Sasuke didn't have too much time with it to fully utilize it's full potential.

However, I do believe Sasuke will surpass Nagato after some time. Maybe by "The Last" he'll be just as good if not better than Nagato.

At the current state though, Nagato wins since he's so experienced with it.

Nagato, Obito and Sasuke cannot because their Rinnegan do not belong to them. Only Madara and Hagoromo have truly mastered the Rinnegan.

Nagato, likely, possibly Sasuke as well, neither Madara nor Obito had enough time to really master their rinnegan, especially considering they only used them as a catalyst to gaining the Juubi.

This is purely based on their mastery, not just how many rinnegan jutsus they can use, allow me to explain.

Madara awakened the rinnegan after the sage, he then read the uchiha tablet which presumably had the rinnegan jutsus inscribed on it [otherwise how did madara even find out about some of the jutsus?]. He knew the juubi's coffin seal & limbo, only he knows limbo & obito is the only other one to know the seal.

Then madara taught everything he knew about the rinnegan & it's jutsus to obito, who knew the coffin seal, could control the GM effortlessly, & has a better mastery over the outer path than nagato does.

Then obito taught nagato, who was able to learn every rinnegan jutsu thanks to having both eyes. However knowing every rinnegan jutsu doesn't make you a master at using it because obito still showed us better rinnegan feats with the paths he was limited to.

Sasuke learned a few rinnegan jutsus on his own, & the few he's shown us surpass nagato's feats [more than one CBT/absorbing the bijuu chakra into a pseudo GM]. But since sasuke lacks the experience that the others do with the rinnegan his mastery is slightly behind theirs, since he should logically have access to all the rinnegan's jutsus.
