I agree, I've heard good things about SM Crystal. And yea, Film Z w and Strong World were both animated well.From a business standpoint it doesn't really make much sense to give OP amazing animation & art each week consistently. OP will always attract a lot of views (regardless of animation/art) and it's usually in the top 10 anime ratings weekly from what I've heard, so it's better for Toei to focus their time & effort with lesser known series. You also have to consider how expensive it is to animate a single episode AND OP isn't the only thing Toei is working on. Have you seen sailor moon crystal? The animation & art is amazing. I get what you mean, Toei needs to put in a bit more effort into making the episodes but that doesn't mean it has to be amazing. I was surprised at how good the animation/art was for this week's ep. IMO if they keep up the animation quality from FI, I'm fine. Pacing is the biggest issue with the OP anime, it can ruin a lot of moments in the manga. If they're worried of losing viewers by having fillers then I would suggest them to create the arcs for the cover story since they do have ties with the OP manga.
Toei is good when they have to try, i.e. making movies. Both film Z & strong world had amazing animation & art. They're the best animated movies I've seen, even better than HxH's movies.
I think the main problem OP fans have with the anime now isn't the quality, but the pacing. It's taking away the excitement of OP. Maybe it's only from my perspective, I caught up to the anime during F.I arc, I'd been watching it without waiting a whole week, so maybe the weekly waiting period is the cause.
Regardless, the animation shouldn't be the main reason for watching a show anyway =p same debate with graphics in games. They're good, but the if the good quality of the animation or the graphics of the game are the only aspects your looking at, then you're not really into the story.
