When one gets a powerup the other one does (in terms of losing one, and gaining it back too).

Naruto does not have gudoudama in the movie. That said, he does have an ability to turn his arm into pure chakra and merge it with someone's body, which may be yang application. So he lacks his rikudou sage mode chakra mixed with all of the beasts, accounting his lack of gudoudama, but he apparently still has some kind of sage yang abilities and the full Kurama. Seeing as half of Kurama equals roughly 5 other tailed beasts, the full one may equal all nine of them together.

He did not lose the power really. Allow me to explain the scene. When Toneri was leading Hinata up to his castle in the sky, this was right after Naruto confessed to Hinata, so he tries to convince her to come back while chasing them. He uses clones to fling himself in the air, and is generally being persistent, so Toneri got annoyed and launched an attack that strikes Naruto in the stomach and blows his chakra out of his back as an orb. This orb is yellow and has BOTH the ying and yang symbol in it, so it can be understood that rather than selective erasing of his sage powers, he just had about ALL of his chakra knocked out of his body. This chakra then exploded in a pillar beneath him, blowing a hole clean through the moon, and catching him in the blast blowing off his sleeve and totally destroying the red scarf he only minutes before received.

Later, he is only said to have been recharged by Sakura, and Hinata did not give him chakra in as much as fuse hers with his to make a new rasengan attack (as seen in every one of the movies.) We cannot say that he got the chakra back, since he never specifically lost anything.

Toneri, on the other hand, is shown with I believe 3 or 4 gudoudama. So was Hamura.

Ah. So Naruto barely used Rikudou mode at all?
Well at least he has it. It's a shame though, but at the same time they would only use that if Naruto was fighting a 'GOD' instead of fighting a villian who isn't really compared to Naruto with his feats.

Anyway, does it show Naruto becoming the Hokage in the movie?

It is just confirmed that he has full Kurama cloak and sage mode and maybe yang applications. I am not sure if it should be called Rikudou.

Naruto is not shown becoming the Hokage, and the hokage monument only shows up to Kakashi's face. Also, Bolt seems to be friendly with his dad, so Naruto's job has not yet begun to affect his quality time with Bolt.
