Kisame went from, "We should take his [Naruto's] legs off so he can't run away." To killing himself for the sake of the mission, under a philosophy and system drilled into him when he was still a mist shinobi, who values the bigger picture over himself. For an antagonist mainly glossed over for a majority of the manga, that's rather well. Aside from Tobi, Itachi and Nagato, he's gotten the most development out of the Akatsuki.

She's pretty shitty. She's gotten hardly any development, and it was only for her romantic feelings for Naruto. Solidifying the suspicion that she was created to merely be a breeding sow for Naruto. Thus, a bad character.
