Don't be confused with... nature occurrence and devil fruit power...

Even you can predict that Enel is trying to attack you with lightning, so you have to do something. The real important matter to be noticed there is how a critical thinker Nami was when she quickly decided to fend it off with electric current attack rather than sprinted away. That didn't prove Nami as a lightning timer as you saw it, it showed Nami's praiseworthy thinking to counter attack.

Different than a devil fruit attack, our nature occurrence of lightning out in the sky is of course unpredictable so we can't pinpoint exactly when or where it strikes, logically. Obviously.

First and foremost she could predict weather from the rip.
First time we met her she predicted lightning and used it to her advantage.
Nami can just predict weather from her surroundings.

Yes that is what it means, his body may be made out of light but the speed he can move in is still limited to what he can process. Because Kizaru's reaction time isn't light speed otherwise he would splatter himself all over the nearest building if he flies towards it at lightspeed because he already is there before he knows to slow down. Or in a fight he can kick at lightspeed, but it is useless if you can't anticipate on what your opponent is doing because your kick would be instantaneously
