Well this is true, I don't think it will tale long still though. Fir most animes it takes 2-4 days after the initial release to translate 22-23 minutes of it. If the movie is an hour thirty minutes it shouldn't take longer than 6 weeks, 9 at the most.

For a bootleg? Within a day or two, maybe.

For a DVD release? 3-6 months, but that's subbed, dubbed would be a year or more.

Things have already been leaked on tumblr. I doubt it would take longer then 1 month.
