Lol, if he got Hamura's power it means he would awaken the rinnegan.
You need Yin Yang or Ashura Indra power to unlock it, im pretty sure Hamura is somewhat like indra and Hago is somewhat like ashura, which means since Naruto is Ashura's reincarnate if he had Indra's power then he would get rinnegan

Haruma had no correlation with Ashura or Indra in terms of power, so no there would not be a rinnegan because he has a Byukagan.
All Haruma had the Yin seal, that maybe what lead you to this confusion but...
If Haruma did hand out power, it would be the same 6 path senjustu or the theory of Kaguya clan powers.
