Pica has both hype as well as feats to put him above Diamante. Where has none but Ya, they are one the same general level as both of them are top executives but I guess Pica is a bit stronger than Diamante.

I can't see him beating Pica or Trebol(Logia) even if he has both legs. But he's on the same general level as top officers.
