There's a good chance that there can be people named Hyuga who are not blood-related. As shown when Madara said he and Sasuke don't have a blood relationship, clans in the NV world aren't necessarily one big family, but appear to be groups of families that share a common lineage.

Madara says, that there is a connection between them, something beyond blood. That doesn't mean that they aren't blood relatives. It just means that there is something connecting them other than blood inn this case, Indra.

It wouldn't make sense for them not to be blood relatives when the sharingan is something only blood Uchihas can awaken.
