It occurred to me some time ago, that kishimoto changes who the strongest hokage is. In the very beginning of the series, it was CLEARLY the 4th. He was the hokage naruto wanted to surpass, and everyone said that if minato was their, surely orochimaru would have failed. However, around the time of hiruzen's demise, it is implied that HE was the strongest hokage in his prime. Although it was reconned, at the time of writing, in context, it was clear that hiruzen was stronger than the previous 2 hokages, and in the actual translation, it is never implied that they were weaker forms. Hell, when punched by hashi, hiruzen even says "as strong as ever".
Anyway, its hard to say who's the strongest. So I'll pick a set time. At the END of the series, rank the hokage from strongest to weakest. Now, some may beat others, and its not a A>b>c thing, i know. However one can be said to be GENERALLY stronger than another. Hell, i think minato can 1v1 literally any shinobi that isn't practically immortal (all the trees in the world won't save hashi from minato teleporting on him and stabbing his heart. But i digress.
Here is MY list from strongest to weakest of the hokages in naruto. Hype AND feats will be counted, because hype is there for a reason. Here we go.
1) Naruto Uzumaki (him and sasuke's battle DWARFED madara's and hashi's, and surely he's only gotten stronger)
2) Hashirama Senju (again, minato is a top contender, however in general, hashi has just more raw power and is better able to dispatch foes. His sage mode is better, given that minato died before he could improve his)
3) Minato Namikaze (Only counting his abilities while he was hokage, he still was a force to be reckoned with. Some may argue that tobirama is stronger, but i disagree)
4) Hiruzen Sarutobi. Based on feats (defeating the giant wood buddha was very impressive) AND hype, he deserves this solid spot at number 4
5) Tobirama Senju. Although he was arguably the SMARTEST hokage with all the jutsu he created, I don't see him beating Sarutobi OR mintao. He did beat Izuna though, who was at the time, madara's equal.
6) Kakashi Hatake. Kakashi would be higher if he had even his regular sharingan. Its possible without the chakra drain, he got STRONGER, but I have no evidence of this. He likely was the BEST hokage, given that the growth of konoha for ten years under his leadership spawned that massive city and the birth of better technology.
7) Tsunade. She isn't weak. Definitely not. I just don't see her being stronger than ANY of the other hokage.
