I think CURRENT Mihawk is stronger than CURRENT Shanks.
I say this because Shanks only has one arm.
They were portrayed as absolute equals prior to it, saying Shanks was the only one who could give him a challenge. And that was with 2 arms.
Imo, losing 1 arm will devastate your power level no matter who you are but on varying levels. Yeah Shanks is still strong no doubt, he could clash with Whitebeard and make Akainu think twice about continuing the war. So I don't doubt he's strong.
BUT. When I think about it, I also think this make his fight against Luffy less impressive if he only has one arm. Because then people will start saying 'yeah luffy won, but what if he had 2 arms...?' So to avoid this, I think that he will meet with Vegapunk, Law, or some other remarkable scientist/surgeon who will either make him a perfectly working robotic arm that can connect with Haki, or Law will surgically give him a new arm using the Ope Ope, that'll be good as new.
And that's when they will be equals.
