Naruto easily. Kyuubi's chakra which is located at the root of Naruto's chakra pathway makes it harder to control his normal chakra and he mastered it since a kid.[
He used COAT and healed Kakashi's eye on his first try. Ordinary medical ninjutsu needs perfect refined chakra control [
Let alone what Naruto did with COAT creating a new eye using Kakashi's DNA.
Sage mode needs balancing of 3 different chakras. Spiritual, Physical and Nature energy.
Naruto achieved a perfect Sage mode. [

] Perfecting and mastering BM requires amazing chakra control abilites. He also did this on his first try. He's definitely the best at chakra control by manga facts.

Naruto/ Sasuke - i don't know it's pretty hard between them.Naruto controlled,transferred and adapted chakra to match everyones special traits and Sasuke absorbed chakra from all the Bijuu and store it in his PS as the vessel which the Kyuubi said was like the Sage.
Other notable people with the best Chakra control would be Tsunade amd Sakura as the best Medic Ninjas in the world + they have that Seal.

Why Hinata? She has no battle feats nor has she ever been praised for her skills,Tsunade should be there instead.
