pakku is a waterbender. What ground is he shaking.
And all lightning users in atla had to charge it. The only one that had 0 charge time 4 lightning bending was sozin comet ozai.

Not really. In fact that's farthest from the truth. Every water bending villan(amon, unavattu, tarlock, ming hua) trumps the best atla has to offer.
I'd say the same 4 fire bending, due to how fast pli gets them shots off added to the fact that she can curve them.
Their only advantage would be earth but, lavabending is a hard counter seeing as how bolin clearly said "earthbending against him is equivalent to giving him ammo."

IMHO red lotus high diff. Scenario 1.
In scenario 2 only P'li and zaheer is necessary.

Jeong Jeong and Pakku aren't strong enough fighters/benders to really hang with the Red Lotus. They're defeated, and all of Bumi's earth bending is rendered usless by air bending

Iroh is taken out by sheer numbers.

OT: Giving this to Red Lotus mid-high diff, depending on how the matchups go. Zaheer is more than enough of a match for Iroh, and Bumi is the only other member of the White Lotus that can really go toe to toe with the others.

No you should put common sense goggles on bending in korra became just aimlessly using all elements like fire. Look at Korra vs top or korra vs kuvira. Lok is not as destructive as TLa in combat

Zaheer the guy who got low different by tenzin u are kidding right. Bump is a monster who can bend houses as projectiles I would love to see Ghana turn those projectiles into lava. Jong Jong can casually create wall of fire and even kai could could get hit In close proximity and nothing happened to him from pli and ming his hasn't shown the sheer feats and scale of pakku
