Even if Kaguya arc was the final arc, she wouldnt have been Final Villain. The villain of the Kaguya arc was Black Zetsu. Kaguya was just the muscle.

The Ootsutsuki always put up a fight because of how OP Kishi makes them and despite them not being Shinobi which would mean having virtually zero battle experience.

Experience should mean a lot, but it doesn't anymore.
